What (if anything) could a character learn about police/civil defense organization by observing the road blocks? (I'm thinking regularly passing by on a "morning jog," in the guise of bringing food to a neighbor in need, etc.) He'd be interested in: how they communicate (both the tech used and whether they speak in code), whether there's a clear hierarchy, whether there are shift changes and when they happen. (Also he'd try to buddy up to anyone who went off on a smoke break or something.)
