Can't it be both? Joan is an enterprising bully, exploiting her own weaknesses as well as other's; after all, what she doesn't know can't make her sad. She studies the paper for a good deal longer than it'd take a fully literate person to read it, trying to tease out some secret meaning. It seems weird that someone this spirited could be bothered by manners.
