The police/civil defense use era-typical boilerplate comms; the ranks are similar, although notably, Dick Clark is both the police chief and the head of the civil defense office. There are 8-hour shift changes and they're on the standard 24-hour 3-shift clock. In broadest strokes, there's nothing suspect or abnormal (aside from the roadblocks being put up) to the police dept/CD office or the way the roadblocks are actually being conducted. Most of the officers embody a sort of "friendly, helpful local police officer", Norman Rockwell kind of image, and those who smoke don't seem to mind the company, although they would side-eye simply as a matter of regular old social norms if Rust tried to interject when more than one of them was taking a smoke break and a conversation was already happening.
